SERVICIES CONCERNING THE DRAFTING OF THE INTRASTATE DECLARATIONS
Intrastate is the name given to the data collecting system concerning the statistical data regarding the goods commerce between the countries in the European Union.

When a country becomes a member of the European Union (UE) and party of the Unique Market, the customs control over the goods movement between this country and the UE member states vanishes and the traders do not have anymore the obligation to fill in the customs declarations for such goods.

In order to replace this data source, it was created and developed the Intrastate statistical system for collecting the information directly from the economic operators from the UE member states that make goods exchange with other UE member states. This statistical system is being operational since January 1st, 1993 at the level of the European Union and is based on a series of Regulations that are applied to all the UE member states. Presently, in force is the Council Regulation no. 638/2004 regarding trading statistics between the UE member states and the Council Regulation no. 1982/2004 implementing the Council Regulation no. 638/2004.

  • they enable the knowledge of the volume of the international changes of each country;
  • they represent the basis for the calculation of the macroeconomic indexes that emphasize the economical and social accounts of a country;
  • they are used for grounding the community politics between different domains (trading politics, monetary, customs etc) and for determining the rate from the community budget that comes to each Member State of the European Union.

The Intrastate System became operational starting with January 1st, 2007, date when Romania adhered to the European Union. The INTRASTATE statistical declaration is filled in by all the economical operators whose imports and/or exports from/to the member states of the European Union go beyond the value limits established for the reference year.
There are two categories of operators:

  • economical operators who in the previous year have gone beyond the limits in progress will transmit the Intrastate declaration for the months of the year;
  • the economical operators that go beyond the value limits during the year, transmit the Intrastate declarations starting with the month when the value limits were exceeded.

The limits represent the value limit of the intra-Community exchanges according to which the economical operators are exempt to transmit the intrastate declaration. The statistical limits are established separately and can have different values for the intra-Community goods entry and delivery.

The information concerning the INTRASTATE value limits are published annually in the Romanian Official Journal at the end of the previous year to the one for which the value limits are in force.

The INTRASTAT value limits established for the year 2008 are:

  • for intra-Community entries: 300.000 RON
  • for intra-Community deliveries: 900.000 RON

The Intrastate data supply economical operators must transmit monthly at INS, in electronic form, a statistical declaration where the following specific terms are used:

  • goods entry: arrival in Romania from the Member States of the European Union;
  • goods delivery: goods leaving from Romania to the Member States of the European Union;
